Sales & Service Tax (SST) for USM International Students
The Malaysian government has imposed a 6% Sales & Service Tax (SST) on higher education services, effective July 2025. Universiti Sains Malaysia (USM) will begin applying this 6% service tax to all tuition and related non-tuition fees for the 2025/2026 academic session, starting in September 2025.
Who is impacted?
This tax applies to all non-Malaysian students, including both undergraduate and postgraduate students, who are enrolled at Universiti Sains Malaysia.
Services Subject to 6% Service Tax
The following charges will be subjected to the new 6% service tax:

Frequently Asked Questions (FAQs)
Q1: Will the service tax affect new and continuing students? Yes, all international students, both new and continuing, will be required to pay service tax on eligible fees charged from the effective date onward.
Q2: I have a tuition fee waiver. Will I be charged tax on the full tuition fee? No, the service tax will be charged only on the net tuition fee amount after your waiver has been applied.
Q3: What if I add or drop a subject? If you add a subject, the tuition fee for that subject, including the 6% service tax, will be added to your total fees. Similarly, if you drop a subject, the tuition fees and the 6% service tax for that subject will be deducted from your total fees.
Q4: How will I be billed for this tax? For the September 2025/2026 session, your initial bill will not include the service tax as the university's system is being upgraded. A separate tax bill will be issued once the system is activated to comply with the new tax regulations.
Q5: My tuition fees are paid by a sponsor. Will they also pay the tax? Your tuition fees and the service tax will be billed to your sponsor for payment. However, if your sponsor does not agree to cover the service tax, you will be responsible for the cost yourself.
Q6: Can I get a refund of the service tax if I withdraw from the university? The service tax is a government-imposed tax that USM collects on behalf of the Malaysian government. If you are eligible for a refund, it will be processed in accordance with the university's standard refund policy and the applicable tax regulations.
